NON-HUMAN AGENCY
In switzerland, regulation of biotop compensation involved within the decision taking process of construction of a new projects are decided by the non human agency.Biotops encouraging growth of rare ecosystem are mostly protected.
Art. 18b581
1 The cantons must ensure that biotopes of regional and local importance are protected and maintained.
2 In intensively used areas inside and outside settlements, the cantons shall ensure ecological compensation with copses, hedges, riparian plantations or other near-natural and site-appropriate vegetation. The interests of agricultural use shall be taken into account. (...)

The goal of ecosystem compensation is to promote native biodiversity. The following measures are suitable for this purpose:
︎ Strengthening and new creation of near-natural areas.
︎ Biodiversity promotion areas (BFF, former ecological compensation areas) ︎ Ecological enhancement in settlement areas ︎ Measures in the forest (e.g. through near-natural silviculture, old-growth forests, forest reserves)
︎ Networking habitats
The goals in ecological compensation can be subdivided according to quantitative, qualitative and dispositive criteria, which are explained in the Swiss Landscape Concept. (...)
